Creative legal and policy solutions to new societal developments require constant study, reflection and analysis. A law and policy journal can help guide us through these developments by providing a place for innovative scholarship and discussion. This is especially true when emerging technology threatens to overwhelm the ability of our legal and policymaking system to justly deal with conflicts and policy choices.

It is our misfortune that the language of technology is largely foreign to the discourse of law and policy. An increasing gap between the vocabularies of technology, law and policy makes finding solutions to new legal and policy problems more challenging.

The TLP's challenge is to consider the long-range implications of constantly evolving technologies while influencing public policymakers as well as concrete legislative proposals concerning biotechnology, telecommunications and environmental regulation. In addition, we hope to influence the development of new e-commerce legislation, solutions to the problems created by emerging information technology, while also providing an arena for all people affected by technology law and policy. This vision of a constantly evolving world of technology, law and policy drives us as creators of this dynamic publication.

We believe you will find our current articles timely and well-reasoned. In the near future, our authors will include prominent political figures, other distinguished scholars, practicing attorneys and industry leaders with special insight into current legal and policy developments affecting high technology. TLP is designed not only to highlight the expression of our authors, but also to provide helpful research tools offering a comprehensive survey of the legal literature on selected topics and updates of recent legislative activity concerning high technology.
